Melissa Kelly Named Director of Human Resources for Celina ISD;  Strategic Reclassification Appointments Announced

During tonight’s Celina Independent School District Board of Trustees meeting, Melissa Kelly was appointed as the Director of Human Resources. In her new capacity, Kelly will lead efforts to expand the support provided by the human resources department, a pivotal undertaking as the district undergoes significant growth. Renowned for her forward-thinking approach and strategic acumen, Kelly is poised to further enhance CISD's standing as a premier public school system both locally and beyond.

"Celebrating Melissa Kelly's appointment as Director of Human Resources marks a significant milestone for Celina ISD," Superintendent of Schools Dr. Tom Maglisceau said. "Her experience as an educational leader in districts of excellence and her personal understanding of our Celina community position her as an invaluable asset to our district. We look forward to the innovative contributions she will bring as we continue to strive for excellence in serving our students, staff, parents and community."

With a wealth of experience in the field of education, Kelly brings a proven track record of success to her new role. Prior to her appointment, she served as the Associate Superintendent of Learning and Leading at Fort Worth ISD, where she supervised 30 campuses. Among her notable achievements was the successful oversight of school openings and renovations, coupled with the implementation of strategic planning initiatives.

Kelly's professional journey includes key leadership positions such as Chief Academic Officer in Gunter ISD. Before she was appointed Chief Academic Officer, she served as the Director of Technology in GISD, and before joining GISD, Kelly served at Allen ISD as the Coordinator of Innovation and Learning. Previous to this position, she served as the STEAM Center K-8 Coordinator. Due to these roles, Kelly showcased her capacity for innovation and effective management. She played pivotal roles in spearheading technology initiatives while nurturing a culture of academic excellence.

"My extensive experience, from classroom teaching to administrative leadership, has provided me with a deep understanding of educational dynamics. I am honored to serve in this role and believe my talents and skills can bolster the recruitment and retention of exceptional teachers and staff.  I am committed to continuing to foster leadership development and driving academic excellence," Kelly said.

In her ongoing pursuit of academic excellence, Kelly is currently seeking a doctorate in Curriculum and Instruction from Texas A&M University, complementing her master’s degree in Education Administration from Lamar University and bachelor’s degree from the University of North Texas.

Additionally, CISD announced a strategic reclassification within its administrative team, effective July 1. Dave Wilson, currently serving as the Coordinator of Administrative Services, will step into the role of Director of Safe and Secure Schools. Simultaneously, Starla Martin, Coordinator for Student Services, will assume the position of Director of Student Services.

Wilson, a CISD veteran, has demonstrated effective leadership as he has managed the safety and security efforts previously, and was recognized for implementing a student-led campaign promoting safety as everyone’s responsibility throughout the district. As he transitions to the role of Director of Safe and Secure Schools, Wilson will continue to support the district as the Coordinator of Administrative Services, ensuring a seamless shift during this time of transition as Kelly joins the district team.

“With Dave’s experience, his dedication to CISD, and the strong relationships he has built around the district, we look forward to his ongoing leadership within the Safety and Security of our campuses and facilities,” Maglisceau said. “Safety and Security continues to remain our top priority, and as our district continues to grow exponentially, Wilson will be effective in positioning the district well for today and for the future.”

Furthermore, Martin's appointment signifies a strategic move toward enhancing student initiatives within the district. With her background in student services and demonstrated commitment for our students’ academic well-being, Martin’s leadership plays a pivotal role in providing additional support structures and systems for students.

“Starla has unwavering dedication to meeting the needs of every student, and this new position will allow her to capitalize on the innovative programming she has already brought to the Student Services team,” Maglisceau said. “As Director of Student Services, she will continue to champion our commitment to providing comprehensive support systems that foster student success from Pre-Kindergarten through 12th grade.” 

These reclassifications align with our district's learner experience and commitment to meeting the evolving needs of our students. As the district prepares to open additional campuses each school year for the foreseeable future, these appointments ensure that CISD remains well-positioned to continue fostering our five principles of community, excellence, innovation, leadership and stewardship.
